[1] David Melding: Good afternoon, and welcome to this meeting of the Constitutional and Legislative Affairs Committee. To start with the apologies, Julie James and Simon Thomas apologise for their absence, and I am pleased to welcome Vaughan Gething and Jocelyn Davies, who will be substituting for them, respectively.

[2] David Melding: I move that
the committee resolves to exclude the public from the remainder of the meeting and next week’s meeting in accordance with Standing Order No. 17.42.
[3] Do Members agree? I see that no-one disagrees. Therefore, I ask that we switch off all the broadcasting equipment and we will go into private session.
